Medical officers agree with me that the salary offered is insufficient to attract a person having a considerable number of years service, and also possessing the necessary educational qualifications for directing others.
Such a person would have too good prospects of advancement to be induced to go abroad. If a man having a considerable period of service in England were to apply for the appointment it would probably be because he saw little chance of advancement at home.
I think, therefore, that it would be a great mistake to adhere to the letter of the Colonial instructions which have evidently been drawn up under an erroneous impression as to the qualifications and status of sanitary inspectors in England.
